-If you are drop shipping you need a commercial license per design regardless of quantity

-Transfer shops need a license per design regardless of quantity 

Quantities of production of less than 500 items do not need a commercial license (mugs, tumblers, shirts etc) **AS LONG AS** they are not drop shipped or for transfer shops.
